I believe its just the date. So today is:

For clarity there should be some dots after the 20 as well.

Or better 05th Day of March 2019

Always put a number before a single day number, that is put 05 so that 5 cannot converted into 15 or 25. Always write the month rather than a number, to avoid cases where it may be an international document and USA day/month number orders may apply. Even better, use ISO dating, i.e.
2019030
Although many people will not understand that, but that is what we used in a multi-national company.

I've seen plenty of documents with this form of date but still had to think about this one.

I wouldn't be too happy with a document which has the signature and date on a sheet of its own. The less than scrupulous could attach the signature page to a modified document the signatory wouldn't have agreed to.
