Was it "smart motorway operator training" evening yesterday?

So on my way down the M1 yesterday evening and around the M25 to the south, I went through 7 pointless short speed reductions. So 4-5 gantries.. Down to 60, 50 or 40, then clear. Light traffic, no accidents, nothing to see at all. Yes it can be when the problem clears, if you come through at the end, you miss what happened. Or if you come in at the start of the lane closures, you might not see what's about to happen. But 7 times? Must have been training manoeuvres. Kind of like Dad's Army, but less well organised, less professional and more self-important.

Drivers don’t need to seek out the reason a speed limit is set, they just need to observe the set limit.
It seems the “self-importance” is all yours.

It was a sad day when PH scrapped the "speed matters initiation test" about 7 years ago.......Drivers don’t need to seek out the reason a speed limit is set, they just need to observe the set limit.

You'd be wise to research your subject before spouting sanctimonious guff like that.
A good starter to research would be the apology by Highways England that they've screwed up the software that gives us, for example, a 40 limit at 03.00 with no traffic in sight on either carriageway.

Why though?
The yesterday on the newly opened m6 j19 to 16 smart motorway there was suddenly a sign saying queue ahead with a 40 speed limit.
Nothing. Then 60. Now technically the speed limit starts at the sign so, if it's controlled by average speed cameras you can not afford to accelerate before the sign despite that you can see ahead and can see there is no issues.
Last summer I drove from Bradford to Derby a few times and even when the traffic was light in the middle of the day or in the evening, there was a 60 mph limit for no reason for 40 miles. Someone suggested air polution, but i call custard on that.
What this does is "Peter cry wolf"
It creates distrust, and it bunches up traffic and creates more third lane morons. Like mlm but worse.

I suppose they could change the sign for you from "Queuing Traffic" to "Queuing Traffic Just Cleared, Bear With Us, Hope You Are Not Inconvenienced".

The one just north of Nottingham definitely is emissions related. They did consider reducing it full time there. Why though?

I'd love there to be a public log of why the limit was reduced. I get that if the system actually works properly we never see what caused it, but I'd love to know why I had to slow to 40mph on an apparently clear motorway. That data exists so why not tell us?
Surely the emissions excuse is a bit far-fetched. Slowing vehicles will obviously reduce emissions in that immediate location, but a few gantries away when the NSL is resumed, emissions will be far higher as everyone accelerates again. Far more fuel efficient (and thus emissions-friendly) to let everyone carry on cruising through at the same speed
