Parking Accident

Person A is about to reverse parallel park on his side of a road.
Waits for a gap in traffic to begin the manoeuvre and begins when clear.
Person B, on the other side of the road, crosses the road and aims for the parking space, possibly direct or to parallel park once beyond the space.
Rear of Person A's car is about 8-12 inches from being in the space when cars collide with a little damage - offside rear of Person A's car and offside front door of Person B's car..
Person B is still on an angle in the road. Person A is on an angle part way into the parking space.
Passenger in Person B's car claims they were stationary when impact occurred.
Who would be responsible for accident?

If A is reversing and B is driving forward, it puts A in a very weak position regardless of B's selfishness or stupidity. The onus is always on a reversing car to ensure it's safe to do so and to make sure you don't come into contact with anything else. Unless B accepts the blame, or you have an independent witness, if the insurers get involved, A is going to end up having it go against them.
B is going to tell a completely different story, ( i saw a space on the other side of the road, checked all was clear, indicated and slowly began to drive into it. Then out of the blue, this car that had already passed the space, decided to reverse back up the road into it without any warning, not even looking to see if it was still clear. At the last second he saw me and braked but it was too little too late and he hit me.) The only fact that A & B will agree on is that A was reversing and B wasn't.

Ah okay.Is there any law against parking facing the 'wrong' way, i.e. on the right hand side of the road? I sometimes hear people talking about this as if it's out of order, but it happens all the time with no problems that I can see.

Surely you are talking about a 5mph impact which should be minimal damage and easily resolvable . Probably a case of two idiots colliding.
Talking slight scuff on Person A's bumper but person B door with minor dent and scrape but wanting complete repair door skin/door and blaming Person A.DanL said:

I suspect Person A was watching where he was going, the parked cars between the space, the traffic from behind and did not spot Person B moving across from the other side of the road.Also, suspect Person B just went for the parking space without seeing Person A already in the process of manoeuvring into it.
