Depends on the NIP.
If it's a NIP sent through the post (from a speed camera for example), the authorities must post the NIP in such time that it will reach the registered keeper no later than 14 days from the date of the offence.
(NOTE: It must reach the registered keeper no later than 14 days - not the driver of the vehicle at the time of the offence, as they may not be the same person).
If stopped by the Police for speeding, and cautioned at the roadside that they intend to prosecute you, then the NIP has been served there and then, verbally, and the authorities have a further 6 months from the date of the offence to lay the papers for the prosecution before the courts.
