£195 PCN as I didn't reply for 28 days, I was on holiday?

I'd write to them with the details you have posted up. They might let you pay the £65. Had similar once and it worked OK.

Think I'll try writing/tweeting to them today, I don't mind having to pay it as a last resort, but £200 for something I couldn't really help not responding to is leaving a bitter taste in my mouth lol!

If you appeal (think of any reason you can) they’ll reject the appeal but usually offer the discounted rate again.

This is worth a try, but if it has gone to a Charge certificate, then there are no routes of appeal at this stage.

The next step is an Order of Recovery, which does have some limited appeal points, one of which being "I didn't receive the PCN" - it's a debatable point that you didn't receive it as you can prove you were out of the country.
This does work with FPNs for speeding, but as each local authority seems to have its own interpretation of the rules I'm not too sure if it will stand up for a decriminalized traffic contravention.
