PCN enforcement old V5C

Earlier this week I received a Notice of Enforcement from a Company Called Bristow and Sutor - some £408 relating to a debt from Essex County Council
Initially i thought this was some sort of scam - given that i have neither travelled to or been in essex for about 6 months
Turns out a PCN had been issued in Chelmsford in Sep ‘18 for driving through a bus lane.
I'd not previously received any PCN notices or follow up - it transpires these had been going to a previous address - (We moved to to the current address in 2015)
I called the company this morning and they have put a weeks extension on the commencement of action - guy said that the current log book must have my old address.
The original bill would have been £30 if paid within 14 days
Whilst I was 99% sure that the V5 been updated - (mostly as i've had a couple of speeding fines through in the last three years 😟 ) - it appears indeed to have the old address on there.
I’m kicking myself
Appreciate its 100% my responsibility to keep the V5 up to date - but are there any means to mitigate having not received any of the pcn notices or previous threats of enforcement?
The odd thing is that if Dorset constabulary- (police database?) clearly has a means of crossing reg plate to current address - the council/traffic enforcement dont...
Any advice or experience on similar?

If it is a bus lane fine issued by the council, it is not endorsable on a licence so just the fine to pay, so no need to worry about who was driving, just who can pay.
As the fine was issued to a previous address by the leasing company, it should be eligible for reversal back to the original amount (although not discounted)
Complete a PE3 form and sign it in front of a solicitor or court clerk - on the grounds that you didn't receive the original PCN and a brief explanation. https://www.gov.uk/government/publications/form-pe...
As it is out of time, you will also need to complete a PE2 form with the reason it is out of time - again, leasing company provided wrong details. - https://www.gov.uk/government/publications/form-pe...
Email both signed forms to tec@hmcts.gsi.gov.uk - with the PCN reference number as the subject, and this should reduce it from £400 and keep the bailiffs/enforcement officers away.

just a couple of details to check:
Having been in contact with the Traffic Enforcement Centre - i'm filling out PE2 & PE3 which, as you say, need to be signed by a justice of peace or solicitor
have yet to see the PCN, so don't know the specifics of what or where it was but believe it likely this - :

Spoke to the bailiffs who have extended the case for seven days, but i somehow don't think this will be resolved by then.... I'm concerned that they may come for some property if it's not sorted by next week.
is there anything i can do to get them to stand down? (other than pay the £408 - which i would rather not do)
Am in communication with them - should it be with Essex CC at the same time? or the traffic enforcement centre? as usual it takes twenty minutes for either to pick up their phones.... :-(
