Is this correct?
Purchased electric saw from toolstation. 3 weeks later I return it as it cuts out when you use it. Return to shop and they say they cant refund me till Draper look at it and confirm its faulty. Product was picked up from shop and not delivered. I thought soga or consumer right state I have 30 days if goods are faulty for a refund?

It's the consumer rights act now but they do of course need to confirm that it's knackered.

They haven't said you aren't entitled to a refund, just that they want the goods to be checked to ensure they are faulty.

I had a similar experience with Debenhams regarding a upright vacuum.

Every time it was plugged in and switched it would trip the fuse and knock the electrics off. They too wanted to allow Hoover to determine if it was faulty. I was happy when he suggested plugging it in one of the sockets of the Debenhams lighting department to see what happened. Switched on and knocked the lights out for the whole floor.

Suggested that a replacement was best course of action since they could see the problem.

How could they see the problem if it took all the lights out?

Yes, you're correct. Section 20 of the Consumer Rights Act 2015 says that you have the right to reject faulty goods within 30 days of buying them, and that the trader must refund you the full purchase price.

So you should write to Toolstation quoting section 20, and requiring repayment within, say, 7 days. If they don't cough up you can sue them, using the very simple Moneyclaim Online - https://www.moneyclaim.gov.uk/web/mcol/welcome

Why start quoting cra act sections and upsetting the applecart. Tool station is a big concern and once determined the saw is bksed will just replace it. Getting all nerdy and quoting legal jargon will just make him look a right nob..

I can't see a time frame on faulty goods bit so they are probably right just bad customer service. Maybe contact head office or ring some one explain situation normally instead of going federal.

Are you saying that a retailer has no right to inspect goods to see if they are actually faulty if the item is returned within 30 days?

But they are not inspecting the goods, they are saying the manufacturer needs to inspect to deem if faulty, which in some instances can happen, however the OP's contract is with the reseller not the manufacturer, therefore he is within his rights to demand a refund from them.

Sadly big concerns are some of the worst for either stupidity or ignorance in relation to the CRA

What's more of a worry is why the ring main was on a lighting circuit or vice versa...
