Citizens arrest

Hypothetical question based on a situation in the show Designated survivor.

Could an ex FBI agent who is currently on a private visit to the UK make a citizens arrest on the enemy assassin who is in the process of attempting to kill someone? Or do you have to be a citizen?

Anyone has those legal powers, be it tourist, immigrant or whatever. The law just states "a/any person" can make the arrest.

'Citizens arrest' is more of a colloquial term for it, I imagine brought from the US or something.

Just don't try and arrest someone if they won't show you their supermarket receipt, you'll only end up rolling around on the floor with them
