Small black camera on a hi vis tripod

Went past one of these today, small camera (I presume) facing oncoming traffic on a high vis tripod, on the side of the road. Dover

What was it? Speed or anpr I guess, no van or man visible.

Laser level thingy bob, ET, Kate Moss.

I think I saw the same sort of thing myself today.

This was on a bridge over the M1 around Sheffield - I didn't notice any high-vis colouring though.

Just the tripod was hi visibility

I highly doubt it was some sort of enforcement. I can't remember the name of them, but you'll often see those sorts of tripods when people are surveying. There'll be a chap some distance away measuring the distance between himself and the laser level thing.

i suspect it was a theodolite

The one I saw definitely wasn't a theodolite.

It had 2 small IR illuminators fixed either side of a small camera on a grey tripod.

I drove down the same road again today, I can confirm it was a theodalite, I am a surveyor Haha!!
