noise ban looming

Not sure what to make of this, some cars are 'naturally' a bit louder than normal cars on the other hands idiots with straight thru exhausts and the like and motorbikes so loud you can hear them from Scotland I can see why they sould get fined. Does a MOTnot pick up excessive noise in the first place?
