Notice of enforcement query

Hoping someone here can offer me some advise on the following. I just received an enforcement letter and fine for an unpaid penalty charge notice (drove down a bus only road by accident), my issue is this is the first i've heard about it. I was driving a lease car at the time so i guess the lease company received the letters and never passed them on to me. Just wondering what my options are? Is there grounds to appeal in these situations or should i just pay up? I accept the original charge as I obviously made a mistake it's just annoying that i have to pay so much extra without been previously given a chance to pay.

Write to or call/email the issuing authority and explain the circumstances, and they're very likely to reduce the cost of the penalty to the original "pay early" rate.
