explain this parking notice?

I was working in the middle of Bury St Edmunds (Buttermarket) this morning. I wasn't sure what to make of this parking notice. Is it 1 hour maximum or 2?

I would imagine 1 hour during the paid periods and 2 hours during the free periods, they don't make it clear though

If the car is parked during one of the chargeable periods, then up to 1 hour is permitted.
If the car is parked during the non-chargeable period, then up to 2hrs is permitted.

How this is administered and controlled though is anybodies guess.

And a local authority has enough rules, regulations and guidelines to refer to that there is no need for this type of sign,

I read it as 2hrs is the max in the chargeable periods and no return within 4hrs.

i.e if you arrive and buy a ticket at 0800hrs Monday you can for £4.40, stay for two hours max. You are not allowed to return fo 4hrs after your ticket runs out (you depart).

At 1400hrs you can return and park again.

Scrap last, it will only offer me a 30 or 60-minute parking on the site!!

60 mins are max parking at this time today

i would have thought it means you can have 30 minutes for 1.50, 60 minutes for £2.20 90m for £3.70 120m for £4.40
I guess if the machine and/or doesnt let you do more than 60m then the 2 hours is mean to only apply to the free periods, but i guess you could pay again in an hour and still be in the rules if you really needed to.

Stupidly confusing almost like they want people to pay when they don't need to or stay too long and get fined!

I'd like to see them try and enforce from 3pm on Tuesday to 6pm... lots of costly appeals could be organised

So, it’s one hour during the day and two hours maximum outside of the times specified, which means I could park there at 9pm, but would have to move it at 11pm.
Who on earth is going to be around to give you a ticket at midnight?

It looks like you can park for free on a Saturday, or is it no parking on a Saturday? I come across signs like this regularly, quite often the 'phone-app' does not marry up with the signage, as shown above.

So why is Wednesday excluded from the directives, but Tuesday after 3 pm isn't?
It would be clearer to have "Maximum stay 2 hours ..." at the top as that applies at all times. Then the charging periods and the charges together.

Is it OK to return to your vehicle to pay for a second hour of parking during the chargeable periods?

Wednesday is market day, the whole of the Cornhill etc. is covered with traders stalls.
We like to challenge the visitors to our town with conundrums it is good publicity for what is a lovely town.

I was curious so had a look at their website. Saturday is also market day, so no parking all day. If the sign tells you about the restrictions for Wednesdays, then why not about Saturdays??

To add to the confusion, why were you charged £2.60 for an hour when the signage says £2.20 per hour?

I agree, the signage is incomprehensible.

"Users of this service will pay a small additional charge."
