Pretty sure it's just to stop nosey people looking in and keeping the inside cool from the sun. If they were up and the cameras tried to be used, I hazard a guess it would be more difficult to see reg numbers and who was the driver especially when it's dusk time.

It's nothing to do with type approval it's just guidance that states they shouldn't be used through glass. To your other question, I guess it would be down to the magistrate. KM said:

The child would almost certainly be ok if hit at 10mph (or 13mph if the absolute raving maniac you describe as being the driver is 30% over.)
