Depends on the dashcam and a whole host of other factors.

My Nextbase one can , but struggles at night or in very heavy rain (or both)

Although, if it is real, based on the OP's other motoring related threads i do wonder how they manage day to day driving on the roads if they're this worried about cameras, etc.

Possibly, but it depends on many things.

I've been involved with a fair bit of dashcam r&d/beta-testing over the years and sometimes even from some suitably configured mid-spec dashcams I've been able to read oncoming registration plates when travelling at 60mph with oncoming traffic also at 60mph, therefore 120mph closing speed.

I have a 1080p cheap-mid range one and it will struggle to get plates at 50mph+ even if you step through the footage frame by frame.
