Minor accident at the ring

Hi all,
Clearly hypothetically- friend of mine had a minor coming together with a German registered car whilst at the ring recently, he was turning right and positioned on right hand side of road and German car turned into him whilst approaching from behind and clipped rear left quarter with the front right hand side wing of their car, damage to both cars is minor but German car is worth considerably more and will probably need a new headlight around a grand I’d expect
Police were called and friend was fined 160 euros and details were taken, where does friend stand from here. A local who could speak both languages kindly translated but police weren’t particularly clear about what happens next.
Anyone had any experience?

Did your hypothetical friend stay within the right half of the track throughout the corner and particularly at the point of impact? Or did he cross the imaginary central line at any point. If he didn't, then I don't see what he could have done wrong. Hypothetical witnesses?

I don't suppose the fine was for driving uninsured was it? All my insurance policies have excluded the Ring however it is a public toll road (albeit an unusual one).
With that status in mind, the usual track rules of covering your own losses may not apply as it isn't a track. In that instance the German claims from his insurer (if it covers him) and they may attempt to reclaim from your friend.
Hypothetically is there any footage that may show if it is knock for knock or if there is a clearly negligent party?

Did hypothetical friend stay to the right after the apex, or did he drift to the left and clip the German car?
In Germany, the overtaking car has priority to the left, so it's up to your friend to ensure it's safe to move (even accidentally) back to the left after taking the 'line' through a right hander.
So what was the hypothetical fine for?
My 'real' mate had an accident there back in 2017 and the Police apportioned blame (with the help of video) to the German driver. He's done all the repairs back in the UK, but the claim still not been paid.

Hypothetically, your hypothetical friend has had an accident and the local police have deemed him at fault hence the fine imposed. Hypothetically he needs to inform his insurance company so that they can prepare for the claim when it comes in and your friend can prepare for the insurance company to try and recover the costs from him as 99.9% he will have the Ring as an exclusion on his policy.
Unless you have a gentleman's agreement to sort it out cash and leave the insurance companies out of it. Hypothetically of course.

I don't think the accident occurred on the hypothetical circuit. Sounds more like it was at a t-junction maybe near the circuit?
Foreign man at t-junction in Germany waiting to turn right. Local man in much cooler locally built car comes up behind him and for some bizarre hypothetical reason, runs into the back of him. Local plod then fine the completely innocent foreign driver.

My hypothetical friend was positioned to the right and stayed right as he took the right hander, German vehicle approached on the left and we assume was attempting to take racing line through corner but tuck in behind at the apex then accelerate out but misjudged the distance and clipped rear corner whilst tucking in.
All hypothetical you all understand though yeah? 🤣🤣🤣

Not really sure, I wasn’t present in the interview room and it feels like the police are siding with the national rather than Jonny foreigner.
No witnesses unfortunately other than the passengers in the car but obviously the guys wife is backing up his version of events Vs what actually happened.
Any idea what happens from here on in then?
