PayPal holding funds

Over the weekend I've had fully legal payments sent to my PayPal account from a business. They have held one, 1.2k. asked to provide address which I have. But I have an idea they are going to try and drag it out.

Can they withhold the money without reasonable cause. I understand fraud but the money should have gone straight back to my card.

Paypal seem to be able to do what they deem appropriate with money, I recently tried to buy something from a supplier in the USA, the seller said that PayPal wouldn't release the funds until I could confirm receipt of the goods, I contacted PayPal & said that the seller wasn't prepared to send the goods (over $1200 value) until payment was clear & that as I was having the goods sent through a container service, it would be possibly 6 weeks before I would receive them. They weren't interested & I had to cancel the payment & use a different platform to complete the transaction.

hell yeah, i would never trust paypal with any serious amount of money
