Bus Lane contravention

I'll try to keep this brief. I don't usually post in this section though am an avid reader.

Car was caught on camera in a bus lane in Birmingham at 10:02 on the 22nd July 2019. I have today received a PCN from Birmingham City Council, which states: "Date Issued & Posted": 12/11/2019 and "Date of Service": 14/11/2019.

As it happens, I sold the car on the 21st July to a friend of mine who lives in Birmingham so I'm not denying actual offence, though I wasn't there.

What I am questioning is the fact that it's taken over 3 months to get to me, as the registered keeper at the time. The only possible issue I could think of for the delay, is that I put the number plate on retention and transferred ownership over a couple of days later. Part of me however thinks that over 100 days is excessive. As I understand it they have 28 days to issue a notification, though I stand to be corrected here.

Any advice or do I just pay it whilst there's a 50% reduction available (down to £30) and then get it back from my mate?

My exact thoughts.

In summary, "stuff..... I didn't own the car .... stuff".

Pass his details on as the registered keeper. Unles sof course you didn't do the paperwork / web update when you sold the car

As the above really, just phoned him, I'll pay it now and get the money back on Saturday when I see him. At least I know it's been sorted that way.

I suppose I was looking for a get-out clause really due to the delay but going to sort it now.

Ahh - makes sense. Not really worth the bother for £30.

p.s. never lost a parking dispute, and, only ever won one bus lane infringement.
