Reporting an unlicenced driver

In our village we have a particulalry scummy family, the "father" of which likes to go out in his wifes car.
The issue here is firstly he doesn't have a licence, and secondly he is usually drunk.
This has been reported a number of times, but nothing ever gets done.
If we KNOW he is out in the car, is it a reasonable use of 999?

999 if you see him driving.
Give location, direction taken.
The info can build up a pattern of day, time, route, likely destination etc that can be used to catch him.
He must be caught in the act so there must either be police near enough or watching for him at the intel reported info points.
This was what we did when I worked in our police ops room.
Instant success is unlikely unless there is police free nearby. The intel can be used to narrow down the likely best times/locations.
