It's a bit of trim from a BMW by the look of it.
What are you going to do with the information when some nerd tells you it's from a 1998-2002 3 series with the rare Irmscher flap that was only on two hundred right hand drive models fitted with the seats from a 5 series and the wheels from the convertible?

I will invite them into my "mind palace" ;^)Well, luckily I work quite near Elm's cambridge so a foray to their parts department was in order this lunchtime.
The very helpful chap confirmed the part is indeed off a BMW 1 series 2015-18 and not only that it's a genuine BMW part not OEM. The bumper is colour-coded for a black car.
This fits in with the date code I found. It's also from the RHS of the car for sure.

Well, you've got them banged to rights. With the perpetrator identified, isn't this the point where you bring in the police to have him, her or it arrested. I think you are wildly overestimating the police there, unless somebody was killed or a non PC compliant statement was posted on twitter they won't do a thing. There is precisely zero chance of them being interested in this. Where did this incident occur? If it was in a residential road it's highly likely that they are local or were visiting local people so a scout round the area armed with the knowledge of what type of car it was might locate the perp.
