TWO penalty charges!

Hi all... I need some advice, please....
I drove into South London a couple of weeks ago...now I've received not one, but TWO penalty charges for the same day, time and place.
One states it's for the Congestion Zone Charge and the other one is a Low Emission Charge. Oh... and I have to pay now- £80 each - or it goes up to £240 per penatly. I feel as though I've been mugged!
I rarely drive into London and it was an area I'm not familiar with... the traffic was gridlocked due to roadworks and I was fiddling around trying to find a way around the jams. I didn't see any prominent notices to show I was in a zone... also, do the zones overlap... can you pay two fines for the same offence (of being in the wrong place at the wrong time)?
I'm absolutely mad because I was trying to avoid central London and still got fined!
I wonder if I should appeal the lack of signs... should I pay up first, though?

Many thanks for all the replies... I think it's daylight robbery, especially not being able to appeal if I pay up first. It's a bit ironic that their roadworks cause so much congestion, too... a lot of them would be better done at night when there is less traffic. Pffttt!!
The last time I checked, Tower Bridge wasn't in a zone, now I think it may be... so that could be where I went wrong... Or it could have been when my husband came off the ring road at Elephant & Castle, and refused to listen to me when I asked him to turn around.
So... now we need to find out which of us pays the fine!

Like others have said, there is not much hope. They employ people just to sit behind cameras, waiting for someone to minorly infringe on something, or crack 1cm or tyre bumper into a bus lane or yellow box when everything comes to a sudden, inexplicable halt and leaves you stuck.
Beware of sat-navs too, as the borough's like to introduce now things such no turn left/right where before it was allowed, without warning. There's one in Hammersmith they decided to change to a "no right turn" junction, I guess to try and stop people using a residential road as a cut-through. They slapped a CCTV camera on the junction just for the purpose of making money, employed someone to sit watching it, and many many people were getting fined as they either knew the route and expected it to be the same as it always was, or sat-navs were still telling people to turn right. I was working on a site right by the junction, I tried to yell at a few people to stop them making an expensive mistake but most just thought I was nuts.

Like him or loathe him Ken Livingstone did at least have it in him to admit the congestion charge was set up so fines would easily be given out, as he argued it could not be funded without them.Cheers all! Nx
Over time Londoners have of course learnt how to avoid the fines so you were and are probably the number 1 target - country boy having a good time so he does not notice or remember he was in the danger zone.
There was a recent case where a judge agreed the signs to the Rotherhiite Tunnel were confusing and backed the driver appealing in that area BUT then upheld the fine as the signs were 'within the requirements of the law'.
Makes you appreciate the original thinking behind the US right to bear arms amendment

There are not people behind the cameras, its all automated.
Most of it is but some are manually operated; I got done for stopping for all of 9 seconds in a yellow box when someone cut me up and the CCTV feed they gave me when I logged in online made it obvious the camera was being controlled by a person.TNJ said:

I had similar in Stratford, East London. We have 2 yellow boxes in Chingford, both covered by monitored CCTV.
A single wheel over the line will lead to a ticket. One raised £600k in 2016 and was only 5th highest in London. Local Authorities have cottoned on to this free money and all yellow boxes are to be avoided at all times. It's easy to get caught out by some other driver not doing what you expect as well. Now I make very sure before entering.

Yes... especially if you have no satnav and are lost! (Not sure why people are including Tower Bridge as it is not inside the zone...)It's very, very frustrating being a driver these days... The Freedom of the Road... huh... if only!! W pay over and over to use our cars, yet the roads are like dirt tracks and the potholes shake your car to bits, mening you pay even more...

Ahhh... I think we went wrong by coming off the ring road at Elelphant & Castle...we ended up going through the Rotherhithe tunnel...
