Marked Police car turn blatant blind eye

Hi,
I feel the need to vent as I was a bit surprised/dissapointed today by the actions of police officer(s) in a marked car.
I had set off on a small errand and been in the car 2 minutes, approaching a T junction the lights changed and I stopped, within a second a biker on a sports bike pulled up in the next lane. Revved loudly, then just as I glanced to try see the character in question, they set off straight through the Red light (had been red about 3 seconds).
At this stage I was a bit surprised, and was wishing I had installed my dash cam, though as I looked the bike had no reg plate, or if it was, it looked more like a plane smaller than normal orange rectangle with non standard wording. The bike was off so fast I couldn't tell.
The next thing a marked police car pulls out from the Right turn and follows the bike, at this point I was quite please that the 'bad guy' was spotted and even more amazed he seemed to not see the police car pull out, and he drove straight in to the petrol station.
As the lights changed I was a few seconds behind, but gained quickly on the police car. Gave them a flash as they seemed to not planning on following the bike.
This appeared to be ignored, so spotting the motorbike and its rider by a pump and dismounted as I drove past I decided to flag down the police car. Flashing repeatedly.
The driver ignored me. Assuming he may have an emergency thought well, he's flooring it a bit and must have a priority so let it go.
A minute later I caught up with them at a round about, decided to get their attention and he was blatantly ignoring me, but drove away slow.
So at the next lights I pulled along side, and beep until he could ignore me no longer.
We had a short conversation when he finally wound down the window.
He seemed sheepish, so did the passenger, but also put out.
When I said "you just witnessed the biker jump a light, and have dodgy plates, or not plate back there didn't you?"
He replied "yeah, I know, it's also probably stolen, but we are in a marked car soooo.....not much we can do".
He was about to wind up his window dismissively, he half wound it up and made to drive away....
I replied "But you saw him park up in a petrol station and drove on?"
He says, unconvincingly: "Oh yeah we just radioing it in now", at which he drove off and wound window up.
I was a bit gobsmacked, has it really come to the point where the police can be so apathetic to let an easy catch go by.... all he had to do was drive past, make sure he dismounted and u turn back and have a word with him.
Whilst I don't really intend on doing anything in way of a complaint, I feel pretty pissed of about it. Having seen a massive rise in Antisocial behaviour in the area, crime seems to go up, and then our council tax just increases yet again. Feels s
t that the guy who's job is to be enforcing the law doesn't give two fks and is happy to blatantly turn a blind eye. For all he knew I may have had a dash cam, and all he could do was pretend to not see or hear me and stare forwards.

Police drivers have varying authorities
Some are not allowed to exceed speed limits or activate emergency equipment
Some are NOT allowed to pursue
Some forces have specific policies around stopping vehicles and initiating pursuits
Some marked Police vehicles are driven by Police staff who have no exemptions
They may have called it in and been told to ignore it .. or they may have known that if they did call it in they would be told to ignore it

Policeman was an arse but you really don’t know the full story. fk me for all you know it might be an elaborate sting operation and your fking it up with your dash cam threats lol.

Unfortunately where I live the PCC just puts out a poll once a year asking "are you happy to pay an extra 50p a week for more/a better police service", my answer is fooook off no utilise what you have better first.vindaloo79 said:

As queen Elsa would say "Let it go" as the police seem to have done due to the incompetency of the CPS etc. No wonder the police have lost the respect of the public.

The venting did its job, that and a beer.I think the truth behind my annoyance was from the way the bike was ridden, and the somewhat casual attire of the rider, I felt the bike was stolen, something which I maybe didn't emphasise in my post.
Some bobbies aren't allowed to stop vehicles.
Some bobbies dont want to go after a bike due to the fact it could land THEM in the dock when it goes wrong.
