Knowingly spreading COVID-19?

I had a conversation very recently with someone who was stifling coughs, looked pale and was complaining of being too hot, yet had put on a good amount of layers including a jumper under a heavy coat, and started to remove items as we spoke.
This person wasn't buying anything essential and the reason for being out of home was completely avoidable. When I told the person I was heading off to continue work, the person coughed in my direction as I stepped closer to pick up equipment. I had been keeping my distance.
There is no guarantee this person was infected but there is enough cause for concern. I don't think, due to the mask, gloves, eye protection I was wearing, I could have been infected.
If this person is knowingly/recklessly spreading the virus, and this person can be identified, should this be raised and if so, to whom?

They can't claim it as a strike against the infidels. Who can prove where the virus came from ?
They like stuff that gets media coverage, hence they do not blow up telephone exchanges or other strategic targets that would do far greater damage.
A pop concert full of teenagers or driving a truck into a crowd is terrorism, and that is what they thrive upon, it's the implied terror, cv19 kills without prejudice

"At the moment we do not have the officers to attend single person being out when they shouldn't but I have made a note of the details" was the response.
No mention of the intentional coughing in my direction or the very clear possibility of multiple infections and no advice to self isolate.

I was told by an intensive care worker today that they had a person in who recovered but was tested and the test result was not known yet, he was advised to self isolate........he went to the pub. The result came back positive, what a ****, God knows how many people he infected in that pub.

Well at least they have a record of it, I think their rationale is that it’s not actionable unless someone develops symptoms and they can prove beyond reasonable doubt that it was a) malicious b) caused the infection.
Personally I think you should be alright though since you were wearing protective gear and it was in an open space if I read it right.

First case here in Wellington was brought in by a bloke flying in from Brisbane to visit his family here before he got his test results.That was about a week ago
Day 1 of total lockdown here in NZ, have been working from home for 3 days already.
Everywhere is shut, police on the streets politely talking to anyone out at the moment.
