Iv got some complete nobhead that spends everyday at my next door neighbours house enjoying herself during lockdown, continually drinking in the garden with music blaring.
Iv reporter her twice now as Iv seen her getting in the car obviously completely smashed and driving home.
First time i rang 101 they said when you see her get in the car ring 999, twice I have and neither time I’m assuming they have caught her as she keeps doing it.
It’s really pi55ing me off now any ideas?!

Does she do this at predictable times? If you can narrow the times down then that helps catch her.
When in our police ops room we had similar calls about a regular d/d idiot. It was fairly rural so when a pattern was established an “ambush” was set. The sneaky bugger used local knowledge to change routes home but by ambushing him at his home he got caught. He would park a short distance from the pub to suggest he was a non driver. He used a pub and the landlord was spoken to as well. He was threatened with licensing renewal objections and others like regular police cars parked outside to send a message. A few minutes parked there whilst in the area added up.
In another case neighbours moved their cars to block the offender in. They also tried parking nearby but that failed also. It led to arguments and police attending but as they were not driving getting a drunk in charge instead of drink driving was not clear cut and easy. In the end they were caught and dealt with.

Why a good tip-off is ignored only the cops can answer, maybe a trans-woman was being made fun of,

Do not make a citizens arrest, unless you want to be the recipient of allegations of assault.

Why not if for other offenses? Real question, as said have witnessed it once and know of another occasion and no doubt I anticipate more. If not legal what do to? Remove keys etc, calm room with tea/coffee and chat while waiting for Police?
I'm not saying you shouldn't do something, but citizens arrest wouldn't be 'legal'. I'm writing 'legal' as I don't think it's illegal as such either, but you could be sued for wrongful arrest. You can Google it but basically it's usable for crimes of violence against persons or property.PPEhero said:

She’s still there I’m sat like a weirdo with the curtains open in the front room waiting for her to leave. It’s normally between 11 and 12. Problem is she only lives probably a mile from here, I know through a friends of a friend, so police haven’t got much time to catch her.
Is it possible they can pick her up on CCTV then breathalyse her at home if they arrive after a few minutes of her being seen on the cameras?

When I say smashed aswell lastime I saw her walking back from the shop around 9oclock with more wine staggering about and then left in a proper state about midnight.
Is particularly bad for my wife, its upsetting her as she lost her best friend due to a drunk/drug driver 2 years ago but she’s too soft to say anything and would rather not have the inevitable on going problems with the neighbours if I were to confront them.

“Citizen’s arrest” isn’t really a “thing”, but most people understand the term as someone who isn’t a police officer arresting someone.
Police (constables’) powers are further reaching than “other persons”. A constable can arrest without warrant before an offence (pretty much any offence) has been committed. An other person can only arrest when an indictable offence is being/has been committed.

The above is obviously a very simplified explanation and an arrest by police also has to fulfil what are known as the “necessity criteria”.

If she's stupid enough to DD then she's likely to be claiming attempted rape/sexual assault etc etc.
Have you thought of going over and telling them that you know she DD and if its happens again then it's police time?
A mild threat may be enough?
