Germany outlaws speed camera alerts
The new Road Traffic Regulation in Germany prohibits the use of devices that alert users to the locations of fixed and mobile speed camera locations.
We recommend that you disable speed camera alerts before and while driving in Germany.
You can, however, reactivate these alerts for travel outside Germany.

To be fair, I don't think I've seen one in Germany that hasn't been placed in a 'danger spot'.
You never see them on autobahns or other unrestricted roads (i.e. no speed limit, or national speed limit applies like our NSL signs) - just in school zones active during school hours, or at roadworks, or on the entry to towns/villages.
You'd also never see one just set up to catch people accelerating early out of a town/village.
...although there's nothing to say that this law is not the start of placing them everywhere

It's almost as if they don't want you to slowdown, and would rather collect the revenue.
If the purpose of the cameras is revenue then there would be no point in warning of their presence.If the purpose of the cameras is to prevent people from speeding then would be no point in warning of their presence.
