Parking Charge - to appeal?
Discussion
Hi there,
Wondering what to do on this one, private parking £60 / £100 after 14 days, appeals take 21 days...
This is at Staithes in Yorkshire.
I parked here reading the sign as accepting cash and online payments (Covid + this being 2020 I was not carrying cash, so expected to pay online).
The carpark is in an area with no signal, so I walk out to get into a signal area and onto the “tap2park” website.
Finally on the website, it only gives options for 24hrs or over. I write an email to “ipark” explaining that I had parked, tried to pay online, but the correct options are not available, and they reply that yes, online is only for 24hr+ parking.
My visit due to worrying about parking charge, was 47mins total.
I believe the signage is clear that if you wish to stay for 24hrs or above then you must pay online, but is completely missing the fact that the options for stays below 24hrs are not possible online.
Especially in an area without mobile signal, this seems to be set up in a way to aggressively confuse and then charge due to this.
To me, it clearly states “pay online”.
But at the end of the day, I was not able to pay for my 47mins of parking within 10mins of arriving at the car park. So shall I suck it up, or would you appeal?

"24 hours or more...pay online only"
Seems pretty clear to me what that means and I don't see how you could interpret it any differently but hey ho
I think it is far from clear. The first part of the logic is, if you want to park for 24 hours or more, then you can only pay online.Seems pretty clear to me what that means and I don't see how you could interpret it any differently but hey ho

What it doesn't say is the online payment is only for 24 hours or more.
It says "if" it doesn't say "if and only if".
To the OP's point, unfortunately you've parked and not paid when you could have paid if you'd had cash. I think you are stuck with the fine.

Don't listen to the usual's, do not pay the invoice.
You wanted to pay, and sent an email, probably expecting a reasoned response and a way to pay the £2.00 (or whatever fee was). If you want, send them what the parking should be, but that's all. However, to get round paying silly money, you will have to go to pepipoo and follow advice on how to appeal correctly, as sensible appeals don't work.

You parked. You didn't pay.
You weren't carrying cash - why not, if you were intending to park?

On another review I agree with you actually. That said to go on the website, not find the options required, not have the cash to pay but still continue to park anyway was always likely to lead to this situation. Hopefully they accept your offer of payment OP.What it doesn't say is the online payment is only for 24 hours or more.

To stop virus transfer.
Only recently starting again.
Lots of free parking for ages.
My opinion, looking at the sign.
It does do online payments.
Why should the amount matter.
Fight it!

I too would ignore the usual suspects, who seem to swarm to threads like this in the hope that someone else’s discomfort might might make their own lives seem slightly less sWondering what to do on this one, private parking £60 / £100 after 14 days, appeals take 21 days...

t, even for a merciful few minutes. If you are an averagely intelligent person and not obviously trying to get away with something I think it is worth appealing.
On the occasions that I’ve appealed tickets of any type I have usually won. I only appeal if the ticketer is clearly being unreasonable, though.

Why would you think covid would mean you don't need cash?
Most of the world hasn't stopped because of it
95% of places are still taking cash especially in coin operated machine's like parking machines and vending machines
Have a little think about what you have posted. Most of the world hasn't stopped because of it

Read my post again.
Ask yourself why the UK is pushing 'Contactless Payments'.
Then have one more think.
Then, perhaps, post something sensible.
Or perhaps dont post?

Most places around us still take/took cash payments, some never stopped.
The sign is very confusing and looks as clear as mud to me. Seeing that sign, I would expect to be able to pay by phone.
HOWEVER, if the system would not allow me to pay online and I had no cash, I would get the hell out of there as quick as possible.
Not wait for 47mins!! - That's taking the piss, however misleading the sign may be.

It’s a clearly misleading notice that implies you can pay online using the tap2park app. I would definately appeal.
I agree: the sign says to go online to pay but then doesn't let you pay for what you want i.e. less than 24 hours. In that position I would have either paid the full whack (unlikely); gone off to find some change; and if that failed probably moved on.
I'd be interested in hearing how you get on with your appeal OP so please come back and update the thread.

The 24hours AND motorhome is a red herring in this case as unless your stay exceeds and are a motorhome, that condition of the sign does not apply, therefore the more general without exclusion statement of online payments accepted stands.

You made an assumption, and it was wrong.

That is what I would have done, as the most obvious choice.HOWEVER, if the system would not allow me to pay online and I had no cash, I would get the hell out of there as quick as possible.

Too late now though.
Best bet is to appeal and pay if they say no.
