Cars parked facing not in direction of road

I was near goldsmith university in London and there was a road with free parking except near entrances. Most parked cars on this road were facing Down or up the road as you would expect.
However on one end of the road which was a dead end I always see a set of cars parked not up or down but parked looking at the road. There are no bays which allow them to do this. I thought it was university parking because it is right outside their buildings but it is not. It seems s jst normal free parking and cars are parked in a row facing at the street and seems it is ok. Having said that those cars parked facing down or up the street do not have bays. How do you know if it allOwes to do this? I would think u have to put the cars facing down or towards the road otherwise your narrowing the road.
Please explain.
