It will be an official Police car. And yes he can take this home. Many officers can take vehicles home with them (Mainly dog handlers) jonwm said:

It will be a force car as you would expect the Chief to be able to get to a developing situation at pace out of hours...Here is a recent example of a chief constable benefits policy

I encountered a newish Volvo XC coming towards me at speed over hatched road markings this afternoon on the A606. No lights or markings. The driver appeared quite matter of fact about it and looked like the Chief Constable of Notts. It may have been someone else entirely, but there was something about the car and driving that suggested whoever it was doing it on "official business."
When I worked as staff for a police force the chief at the time had a touraeg. When the next chief came in he already had a 330d msport as a force car and just kept that on.
They all have lights and sirens on, partly because then I don’t think you have to pay BIK and partly because you expect a high ranking officer to be able to blue light any where any time (terrorist attack, disaster etc etc).

circa 40 yrs ago, we lived four doors down from the CC of Durham. He drove a Honda Civic, his missus had a Fiesta, but he was chauffeured back & forth every day in a Jag XJ6.
We had the only village & street in the county which was gritted & ploughed during he winter.
I committed an enormous faux-pas in front of him in the local pub one night, but that's another story...
