Latest confused covid question

So I'm in tier 3 West midlands
Father in law lives alone 3 hrs away in Harlech Wales. He is alone and sees no one else except when he is walking the dog. During covid we met up midway for visits and F2F catchup.
We had planned on going to see him on 23/24 dec. With latest advice and the new Welsh lock down we are now shortening our visit. Driving to Harlech on 22nd, walking on the beach to lay a wreath (for recently deceased mum) then driving back to Midlands.
Clearly it says just essential travel but bubbles can still meet.
Are we breaking any rules, just stretching them or in a grey area.
edit. Reading more rules the "stay at home" rule also comes into play for him but the beach is 1km from his house and a usual dog walking area (although he would drive there).
NVM I guess we will be breaking them.

Gather in as big a crowd as you feel like!
Don't bother wearing a mask if you don't want to!
Ignore all the guidance for social distancing if you want to!
Just don't complain when the strict restrictions spread across the Country, and go on for longer.
Don't complain if you, your family, or your friends are struck down with COVID.
Don't complain if you find yourself out of work.
And whatever you do, don't blame anyone else for any repercussions from your actions!

The simples are its a man made population control virus (Bio weapon) that escaped the lab before it was fully understood.
It has mutated multiple times and it seems to travel different ways in different hosts.
If breaking contact with people to break that chain is the only way to stay safe, do it. If you dont want to and put yourself and others close at risk carry on.
Its like everything in life you take your chance and pass or fail.
I am one of the unlucky ones who is highlighted as most likely to be allergic to the vaccine, I do go out but I try to be as safe as i can. What else can we all do.
My mum has just come out of hospital 2 days ago (4 week stay) after having a stroke and other problems caused by a possible reaction to medication where thank god i was with her, not covid replaced and she is 1/10th the person she was and would I hell not visit or look after her all i could even if the government said no.
I think it comes mainly down to common sense as no one truly knows whats going on.

I play a game about rules, guidance etc, with DVSA. We email from time to time but always, they ignore the law and give me guidance. Specifically, they igbore the question about the law,

Sounds like he’s a single person and can therefore form a bubble. You can still stay if you like - as long as your household is the only one he bubbles up with.

take your tin foil hat off.its a rubbish population control virus when it only kills 1 percent and most of them are old and infirm so unlikely to contibute to reproduction of the species.

I agree with PW. If this virus was done on purpose, it's rubbish. It's a a real and nasty but natural virus that should cause us to take a lot of care but not to trash our economies and civil liberties.
exactly if you did it properly you would use something like a lethality enhanced ebola with 40-50% fatality rate across a general poulation. engineer it to be highly contagious and with a decent incubation rate to stop it burning out with a simple lockdown.if it was the chinese yiud also try and engineer it to be less lethal ir non lethal to chinese ethnic minorities.
