That looks suspiciously like incorrect guidance to me. There is no such thing as local area and no restriction on the number of times a day for excercise.

As has been noted on here many, many times...

Everyone has that. Exercise, fresh air etc. But concern yourself with Legislation because that is what counts. Or more accurately, concern yourself with ensuring you are healthy including mentally, and if that means ignoring ever Covid law made by this corrupt and inept Govt then so be it.

Cancer treatment, heart condition, any of the other rare conditions that are treated at specialist medical centres, not at your local hospital, mental health issues (e.g. hospital visits), alzheimer's assessment, etc.

It doesn't have to be treatment, from what you've quoted. A person with a health condition/disability might only be able to find an accessible place for exercise outside of their immediate area.

If maintaining your health requires you to drive from John o' Groats to Penzance whereby you then must take five steps along the beach before getting in the car and returning home then that is what it is. What you need to demonstrate (in the event you do require such a course of action to maintain your health) is that it was necessary for your health. If that is owing to visiting a relative or close friend for your mental health or for a rare mineral composition in the sand for an ailment with your foot makes no difference; just be aware that in an example as extreme as the above you may need to defend it.

For example, a stroll on the beach can be very positive for someone with mental health issues. Travelling past six, in the opposite direction to the one closest to you is unlikely to be as easily defended as someone travelling from the Midlands to Skegness.

My Car has a health condition. Needs regular runs out to keep the engine in tip-top shape.
