Ticking council boxes or fitting in with your prejudices? Parent and child wish to remain anonymous, teacher demonstrably prejudiced against the specific pupil whether due to race or not, school and police clearly in the wrong and you feel that it either shouldn't be reported or it is a trivial or a "council" matter? racist, off school for months, etc.

Council is depriving your child of several months education to permit your outrage to be fully matured. You don't seem to value education much, preferring outrage by proxy, it appears.

I value education extremely highly. Trouble is, as a result of my education, I have studied, know and understand that certain emotional stressors can have catastrophic psychological consequences, which may even be deemed to be out of proportion by some external commentators, particularly for children. Consequently, when I see that a child has suffered as a result of the deplorable actions of others beyond their control, and in fact those who had specifically been entrusted with the care of that child, I don't go around blaming them for being the victim or calling them "council". You have absolutely no idea how the child felt in that situation and it wouldn't be that unusual for it to have led to severe enough anxiety to cause significant disruption to school attendance from whatever the background. I know one particular child and if this had happened to them, I would be seriously worried about self harm or even suicide risk. It's easy to be a keyboard warrior and label people as chav, council, or whatever derogatory description is flavour of the day from a position of ignorance. It takes a bit more depth of knowledge to understand the full implications of the story.

My Surname is Darling, so was a constant source of p*ss-taking when I was at primary school in the 60s as the male (can I say that any more?) teachers only used surnames.
And unsurprisingly it didn't get any better when I went to a Grammar school in 1970!

And it clearly hasn’t affected you at all. It’s not like however many decades later you’re still recounting stories of primary school life and how it was hard for you. Maybe you could go and tell those pansy soldiers to sort themselves out too, instead of bleating on about PTSD.
