Parking charge Notice - new owner of car park

My Daughter has received a Parking Charge Notice (Parking Eye) through the post today, relating to parking on 10th April. Invoice is £100 , reduced to £60 if paid within 14 days. She is the RK of the car but wasn't the driver. The occupants had shopped in ASDA store, and previously used this car park without problems, but it appears this car park (or part of it) is no longer Asda, and now belongs to a nearby Hotel chain. They were unaware of this change.
I've looked at pepipoo for advice, but it appears the postings there all date to several years ago, and I recall the legal situation had changed somewhat due to a case a couple of years ago.
The car park is free - but only to anyone who has business at the Hotel and registers at reception - fair enough I guess.
Anyway, we plan a trip there tomorrow to check signage, which would seem the only way of appealing if it isn't easily visible. We don't deny the car was parked there, and if there is sufficient signage, may have to just suck it up..... or are there still grounds to appeal on invoice cost, on the grounds of minimal admin cost and zero car parking cost, particularly with a hotel which is closed due to covid?

Would a simple sign at the entrance saying "car park closed" be sufficient or would you still have parked there? Or do you expect a business that has suffered from losing significant amounts of money during a pandemic to spend money they don't have installing a gate/barrier to keep people off their private land?Just a money making scheme
Your daughter can just name the driver and the invoice should be cancelled.
If not she can pay it and avoid any hassle or fight it. She is likely to win but it does take time and effort.
The first thing to check is does the notice meet the requirements to create KL. There is a link above to the rules. These must be followed exactly by the PK to create KL. Most do not. If you scan and post the letter with details redacted we can see.

Thanks for the advice. It appears it complies There is the protection of Freedoms Act statement, appeals procedure and even a privacy Information statement.

I did have a bit of sympathy for you before you played that card.
ex was a nurse and I used to cringe when she opened her mouth for a discount, they forget what good money they are on but don't see outside the 'echo chamber' they work in unfortunately.Oceanrower said:
