They work up to a couple of kms but the approval is around 1000 metres - there's multiple models of the radar they use and it varies depending on which model it is.
A video recorder is running all the time and they mark it with the speed when they detect someone, then mark it again when the vehicle is much closer and the registration plate is readable.

I got done for 84 on the A43 near Silverstone last year from about 850 metres. Not sure over what distance you have to travel for them to get a reading. Not much, I'm guessing.

For the LTi-2020 the measurement time is 0.33 seconds... so, as far as you can get in that time.Bridges...bloody stupid place to put them. I was nearly caught in a multiple shunt on the M40 in busy traffic when someone in lane 2 saw the van and stood on his brakes. No-one was doing more than 70.

Sussex police put a camera van on the A23 approaching Brighton just after the road has breasted a hill. Two lanes with two lanes joining, and then over the hill and brake. As you say, the fact that people are, in the main, going below 70 does not seem to concern them. I go for the inside lane and slow to about 55-60 approaching the spot, and cars in my lane often close right up behind me. Which means that when the idiots brake in front, they can't see the lights. I wrote to Sussex police, pointing out the hazards, mentioning that even slowing doesn't make it much safer. After receiving no reply, and continuing to do so, I sent a letter to point out that if there's an accident at the spot, I'd make a complaint.
There's an additional point in that the only time there are speeders along that section is when there's a car meeting in town, or worse, motorcycles, and then you'd get a couple of dozen Minis all belting along, and then all hoping their brakes would work.
