Can patrols have someone for speeding in the opp. direction?

To make some kind of sense of this:

If it were a traffic car then perhaps yes, but again I assume that they'd need a minimum distance over which to time you, then travel the same distance themselves (to measure it). Maybe speed detection hardware has come on a bit though. Unlikely they'd have a radar / laser system in the traffic car hooked up to the speed of the car (so they could subtract their speed from the closing speed).
I'm probably making this all up, but if you were doing 60 in a 40 (or you're asking for a friend), a.) don't and b.) I think you're unlikely to get a knock on the door at 4:00am.

Provided they independently, at the same time, form the opinion that the vehicle is exceeding the speed limit.
It's still unlikely they will though, even though it is legally possible.
If there are two police officers present then they can give evidence of opinion that the vehicle was travelling at a speed in excess of the speed limit.
One corroborates the other and no other form of speed detection equipment is required.
IME rarely used & I only ever reported one driver that way.

Related story, but not in the UK.......
I was working over in the States, following hurricane Katrina. Instead of coming home for my leave period, I stayed in the States and spent a month just driving around and exploring the place. Had an absolute ball. Anyway.....whilst driving in a National Park where the speed limit was 30, I was doing nearer to 50. It was late evening, dusk, and a local Police car was heading in the opposite direction. He clocked me with his rear facing radar. I was pulled over ( after he did a quick turnaround and chased me down).
After he studied my documents, ( he had his gun out at this stage !), and carefully 'interviewed me, I was allowed to proceed at a slower pace. No fine or the like.
To make matters a little more interesting I stayed the night at a local B and B that we had found. Turned out the local B and b owner was the local Judge too. My wife relayed the story of the Police stop, and the Judge sat and listened very carefully.
She told me I was the first and only person to get away with speeding in the park, without a fine, or staying the night in the local cells. When i told her why I was working in the US, she told me that why I got off lightly. I was involved with recovery work, immediately following the hurricane, and that was seen as a huge effort to restore the damaged infrastructure to some sort of 'normality'.
