Unsupervised provisional licence holder

So a neighbour a polish chap has hit one of my cars outside my house while parked.
Of course he is provisional licence holder with no Lplates or supervisor but a neighbour was witness.
They don't speak much English but have said they want to pay.
I assume his insurance may not pay anyway?

The witness said he can't drive given he went into my car stationary on my drive.
They don't drive for a year I have lived here, they drink like fish then last week he got 04 210k focus and his mother in law has driven it.
He was moving the car and lost control hitting my sliding door and wheel arch.
Should report it to the police they live next to me so it's super awkward.

Tell me about it lucky the guy up the road who I helped with a jump start once came and told me and is a witness!
I have reported to police as insurance was not happy about his none licence and getting my money back..
I have good insurance who are getting me a car etc as it's AXA and I paid for the best cover.

IMHO, given the stress you already have in your life, let them pay and forget it ever happened.
Hopefully the accident will focus (pardon the pun) their attentions on being legal in future, and the last thing it sounds like you need is a feud with neighbours.
This way the Polish neighbours will be friendly towards you because you avoided a lot of hassle for them.
Just make sure they pay for a decent job at your choice of body shop, not their mate Pawel with some plastic padding & a rattle can.

She told me he was moving in months ago but he lives with his mum and just got a new car and earn And is a technical for the water board. The house she rents is her mums but they have not told the benefits people it's her mums, but they seem to get away with all that. It's two small for them really I refused to rent it of them years ago as it's a very small 3 bed.
Sadly she lives in a fantasy world telling the girls she is getting a 4 bed house and showing them pics and news cars all the time, her mum bought her the 10 year focus when we split.. When I saw a her for a school meeting on Monday our daughters none attendance of school, she was wearing all new joules and timberland. She is in a lot of debt when we split and she earns about 18k.
She has also started drink heavily according to my eldest she it getting through a bottle of wine a night, she is a trainee nurse associate and I am told she behind on her study and fallen out with several colleagues,
They went on a shopping trip last weekend and bought the girls nothing, I don't know how they do it.
The cms allow her to weaponise them to get back at me, the reason she told then I didn't pay in Feb! March time was because she had only know this guy 6 weeks when she had to start coming over with the girls and that was a 2 months after the other guy she dated for a year dumped her.

I work with Poles, on the whole if you treat them well and save them 'problems' they are very helpful and reciprocal. They are as a bunch quite loyal.
Having Eastern European friends with a fairly casual attitude to the law may well be a useful asset one day.

with the drinking, benefit fraud etc surely youd have a good case to go back to court to get more custody espcially as your kid is old enough to have a say over where she lives. (albeit bad judges can ignore it and use the mysogiynistic "children should live with the mother" line often troted out).
