2 Tripods on One Side of the Dual Carriageway (NO VAN)

Two Tripods on one side of the bridge next to each other. (Focusing on Two out of Four Lanes)
Speed Camera's or ANPR?
Hopefully I can get some advice,
Driving on the A48 (Wales) where I noticed on an overhead bridge
where there were two Tripods with somebody (No High Viz, but possibly dressed in black) standing behind them. (No Van or any type of enforcement looking vehicle was present, although I am aware a Van may not have been in view, and I do however think I remember seeing a hatchback looking car which I admit COULD have been unmarked, although it was not a BMW 330D which which the Traffic Police tend to use down here)
Note: *At other times, cars or even trucks do stop randomly on this bridge so it really is hard to tell if the hatchback I saw was related to the men with the tripods.*
Unfortunately where the bridge where these cameras are positioned, just happens to be right where the dual carriageway speed limit drops from 70mph to 50mph.
Sadly, I just happened to be in the Right lane of the dual carriageway looking for an opportunity to merge into the Left lane at that time, it is very likely that I may have been caught speeding unfortunately if these indeed were Speed Cameras.
On the A48 westbound, they normally operate speed cameras about a mile or two up the road, but it will normally be a Mobile Speed Van operating out the windows parked on an overhead bridge that can catch you from both sides and all 4 lanes.
However in my case today, These tripods I refer to were aimed at Lane 1 and Lane 2 travelling FROM the Eastbound direction.
I know that Mobile Speed Traps do not require a sign, or for the operating officers to be dressed in High Viz colours, but I was more disappointed due to the fact that as soon as you pass the bridge where these tripods were operating, only about 500 yards after passing that bridge, do you get a big Speed Camera Enforcement sign which looks defective as it is broken and also very dirty or rusty looking, that you can hardly make out anyway.
Every time I have seen a speed van operating along this dual carriageway, It operates in the same location about a mile or two away but ALWAYS after that sign. The enforcement camera organisation's site does admit however that the locations they have listed for Mobile camera sites are general locations and not necessarily where vans park up, but still a fair distance away from where they claim it operates on the site and again I saw no van.
There is no excuse for speeding, and I am well aware that it is my fault for not reducing speed early enough, but we all know that sometimes at and for some at least once in a blue moon we are merging in traffic with the intention to slow down once we've committed the manoeuvre.
If it was just ANPR then that would be great and there is a reason why I suspect it could be ANPR and this reason is due to the fact that the same Flyover but underneath the flyover rather dangerously parked up was a Small Van like a workman's van with DVLA on it with TAX Checking ANPR systems on the vehicle, the tripod systems also resemble the ones in this photo.

The DVLA use tripod cameras to check for tax... I see them regularly on the M8 flyovers near to me.. 
This has been my experience too Rick and the only other instance I can think off is these Local Community Partnership Speeding Awareness Cameras that can be mounted as Tripods and occasionally unmanned . I encountered these at Newton Longville whilst doing 36mph in a 30mph limit and duly received a letter for my sins so the fact that they were unmanned was apparently irrelevant , they still worked and they still issued me a letter .You realise the Big Bang Theory was made by a Catholic Priest and the Bible teaches that a church ruling over and deceiving all nations (Romans) are the Antichrist. That's the Catholic Church (Y) Just saying....

Probably taking photos similar to what you see of long-exposure photographs where there's red vertical blur on the left and a white vertical blur on the right, depicting a busy motorway.
I would imagine that anyone working for a government agency (Police, DVLA, etc.) would be wearing high-vis as its basic health and safety.
I did wonder but then there were two Tripods and I'm sure there were two guys standing there. I suspect ANPR because as I said before there were DVLA Tax checker small workman type van under the bridge previously. Also having driven back there, there doesn't seem to any ANPR cameras on that stretch so maybe they opted for Mobile ANPR (Again though no VAN)
Also According to ACPO they are not required legally to wear HIGH VIZ. That's more as you said due to Health and Safety advice for them and does not negate an offence. My mail has come regularly though and I did get mail on the 14th day but no ticket so smooth sailing from here!
