Advice sought on PCN ...
I was loading and unloading at a flat I own (but don't live in) recently in a loading bay with a "1hour max stay, no return within 2 hours" sign.
I have a witness to the fact I was loading and unloading.
I came down to the car and found a wee local authority s
te in hi-viz issuing me with a ticket, saying I hadn't been loading/unloading for 5 minutes. I don't think that's true but can't "prove" it. Then again, there is no video that proves I wasn't loading. Just a few stills of the car.
The car was full of stuff however. And I was between tenants - and hence at the flat putting furniture in /taking it out.
Lambeth have rejected the appeal.
What's the legal position here? Their case rests on the statement of the wee ste alone. Mine rests on my statement, my witness's statement, and the evidence that I had good reason to be at the flat doing work that would involve loading / unloading (evidence such as records of tenancy / Airbnb bookings)

Get onto pepipoo,com Council forum and put this up, they will tell you what to do next.
Of course you could ignore those who come on and tell you they are not worth the effort, bunch of amateurs etc, BUT look at it this way, ask and get free help or roll over and pay the fine... your choice

Fairly standard for Lambeth to decline the first appeal.
They observe a vehicle five minutes for signs of loading and then issue a ticket, you not loading for five minutes does not go against you it's just their procedure although they will frequently issue tickets without observing.
As advised get onto Peppipo or try Mr Mustard on social media
