In two years time, if he has done what he sets out to do in that article, he should be put in charge of every CC in the country to force them all to do the same.

I'd say if you have a religious tattoo, you're so thick that you probably shouldn't be allowed out without a responsible adult by your side, let alone be a police officer. Don't the police have a minimum IQ requirement? So if I have a religious tattoo i'd have to cover it up?

Without doubt GMP needs a serious serious kick.
The issues are all within and emanating from the Command Team which started under Fahy and the continued under his sidekick Hopkins who replaced him carrying on his rather odd policies and ideas
It’s in many ways a very good force ( still ) despite the fools at the top and their efforts to break it
It’s repeatedly been shown to be very lacking in the quality of senior leaders with very poor strategic and command decisions being continuously made
The whole command team bar one, maybe two need to be moved on
It’s shameful how bad they are

"Always used to be" is anachronistic, not forward thinking. Visible tattoos are everywhere now. This bloke is way off the mark. He's unfamiliar with the well proven fact that a happy workforce is a productive workforce. Finding extra ways to make officers feel undervalued is no way to get the best out of them.I'm not massively fussed by his policy on tattoos - forearm/hand/neck/face tattoos were frowned-upon, or possibly a barrier to entry when I joined. I do understand that times have changed and the public may not have the issues they once did (did they actually?); if he says keep them covered, then that's his right as CC.

He's made an absolutely ridiculous promise, too:
"Mr Watson said: “The assurance I have given, and it’s not an easy ask but nonetheless it’s the least the public can expect, is that all crime reported to us will be faithfully recorded and will be properly investigated." Of course it won't. It cannot physically be done with the resources available.

I suspect the reality is that it will no longer be a case of filing at source, without an investigator or some sort of reviewer giving it a once over. There will still be a lot of volume crime that doesn't make it beyond a simple assessment that determines there are no realistic lines of enquiry.
