Accident with uninsured car: WWYD?

Mrs Bert had a low speed lane changing accident this afternoon. Both cars stopped and the other driver wrote his details down on a piece of paper as did my wife. Overall it sounds 50/50, but I wasn't there
Now we have his name, mobile phone number and the reg of his car. Now of course askmid tells us that his 2016 car is not insured and the MoT checker says no such reg. At "the scene" he asked my wife to pay for his damage rather than insurance and she said she would consult me.
Unfortunately my wife didn't have the presence of mind to check that the reg he had written down was the one on his car. I suspect it wasn't.
He phoned this evening to find out what we wanted to do, so we said go through insurance and asked him for his insurance company. He refused to give it. My wife also asked for him to confirm his reg which he refused to do. He said his insurance company would contact mine. Doesn't
Anyhows, the damage is relatively minor, so I wouldn't want to make a claim for it.
So plan a/ is to inform the insurance company of the accident, but tell them I am not planning on claiming and telling them that we think the reg doesn't exist and see what transpires.
Is there anything else to do? Should we report a false plate to the police? The accident per se is not reportable as details were exchanged and there was no injury or damage to other property.

Just because it doesn’t show in the MIB website doesn’t mean it’s not insured however.

Insurance companies can cancel your cover if you fail to tell them about an accident.If you ever have to make a large claim in the future, they will be highly motivated to discover any past indiscretions.

If neither party informs their insurance company of the collision, how would the insurance company know about it to be able to cancel any cover now or affect a future claim?If you ever have to make a large claim in the future, they will be highly motivated to discover any past indiscretions.

Dangerous route to go down; A) how do you know that he hasn't; B) How do you know someone else hasn't reported it; C) can you be 100% sure that you (or the wife) aren't going to asbent mindedly mention it in a few years at renewal time?
