Strange Police Encounter - Mobile Phone

Just had a rather odd encounter with a police officer. I was sat at traffic lights and glanced down to open a message on my phone (stupid yes).
A police officer travelling in the opposite direction pulled over, got out and said please get off your phone mate.
He then muttered something inaudible but along the lines of I am here to take photos or I’m going to take photos...
He then appeared to take a photo of either my front licence plate or a road defect. He then went to the back of my car, and took what looked like either a photo of the kerb or the Tesla behind.
At no point did he ask me to pull in to get details, caution or even charge me. Should I expect a letter through shortly or I’m I in the clear?
I would’ve thought if he was going to slap me with 3 points and a fine - he would’ve done it there and then?
Or is this routinely done by the Police? All very odd and may have overthought the situation.
Thoughts / experiences appreciated.

.You can report someone with a just a photo/video to your local force, I suppose the officer's statement might be seen as being equivalent. They will identify the car, and send a letter to the RO. Just my supposition, fingers crossed. Cameras are everywhere, I don't touch my phone whilst stationary.

Take 'Cycling Mikey' as mentioned above, he gets people slapped with 6 points and a fine on an almost daily basis, and he's just a member of the public with a camera.
The OP doesn't state if it was a marked Police vehicle or not, but it could have been on duty Police, off duty Police, undercover Police, some Walt who would like to be the Police, or just an ordinary member of the public, and being reported by any of these could potentially result in 6 points depending on the evidence/circumstances.

CyclingMikey is a member of the public who has taken it upon himself to make use of his commute / free time to (legally) record evidence of wrongdoing. He's chosen drivers with mobile phones (and seemingly a few particular junctions where drivers go the wrong side of islands regularly) as he knows he can have an impact there because prosecution is fairly straightforward - I've no problem with this any more than I have a problem with a speed or red light cameras.
