Been 'caught' on camera 'stopped' on yellow zig-zag outside a school, fine pending.
In truth, I had paused to allow oncoming traffic through a bottle-neck (usual suburban side-road situation), and tbh I'd be mighty embarrassed at the distance to the kerb if I was actually parked
Not that it makes any difference, but this was at 11am, not drop-off or pick-up time anyway.
Do the idiots that issue these PCNs not view the preceding and subsequent pics to see that that was the case before issuing them, are they 'phishing' in the hope that I just pay up, or have I actually committed the offence by simply being a polite and considerate driver?

If you're just stopped due to the traffic situation, that's surely not an offence, same as a clearway!?IJWS15 said:

Ideally, but it’s not a yellow box-junction. To stop for a hazard would seem quite correct to me.OP, just say you were originally moving but were ‘baulked’ by on-coming traffic that interfered with your intended progress.
they really ought to introduce a system of reverse credit for situations like this when the local authority are wasting your time. i.e. they pay you instead.
And to answer that point above, would they send out fines even without a sound legal basis in the hope people pay up... yes, absolutely they would. I've not paid a single parking or moving traffic fine for as long as I can remember despite having received a handful. I look carefully at the configuration of their scheme and nearly always find out why they incorrectly sent me a PCN. I'm a careful driver who doesn't like getting fined so it's only when they're up to no good that I fall foul and receive a PCN. Hence never having to pay as they're always invalid.

It's a bit like local authorities have a statutory defence against pot holes. What's good for one etc etc.

In an ideal world, but by definition these markings are where excitable children are running into the road, and I know at least one set where there is a lollipop person in the middle of the markings. The need to stop on the markings is not just implied but mandated.There should be signage as to the hours the school zig zags are in force, or the TRO set up by the council should be accessible. Running back in my memory it was an offence to park or stop to drop off a passenger - I recall nothing about being stationary in traffic or to allow traffic to pass being a reason to impose a penalty. Maybe worth a bit of digging OP

It's 8 til 4, and there is a camera sign too, not that you readily see them whilst driving as they're parallel to the kerb, but I've not got a problem with any of that as I wouldn't dream of parking on zig-zags at any time.... even now, during school holidays... unlike the contractors van signed 'working in conjunction with Portsmouth City Council' that was parked across the zig-zags and with two wheels on the pavement when I passed there earlier... I'll report back when I get my Royal Pardon...
