Can the Police operate a speed trap from private land?

There has been a speed trap - police car with a hair dryer - parked off the highway in the entrance to the garage on a few mornings recently.

Are they allowed to operate from private land?

Even if they required the landowner's permission, why wouldn't the garage cooperate with the Police anyway? Might be to their advantage, or they might just see it as public spirited.

It's interesting (or perhaps not) to slant the question slightly about where they can go and for what reason. For example, could they wander in to my house (assuming the front door was open) and set up to catch speeders in my upstairs bedroom with its fabulous view down the road?

Could they "break in" to do the same? What guidelines/rules/laws are there regarding where they can go for what purpose?
