Surely if he has your engine as part of a fraud then it's a matter for the police. cloned is = i have a red car reg number abc , dodgy man also has red car and uses my reg number to fly under the radar - mine still retains all the parts it was sold with and never stolen ....just the other guy using my reg /maybe vin to invent another car

IANAL but it sounds like a Civil dispute rather than Criminal so the logical process would be
1. Strongly worded letter from your Solicitor
2. Take him to Court

Nope. The only peeps who have legal claim are ourselves. I'm not going to go through every possible scenario/option for you to go....nope, nope to each.
You ask for help, but don't give any helpful info.
Get advice from someone you are willing to tell the story to.
