I'd always assumed they were IR illuminators - but likely to be corrected shortly.

Thanks so what's going on here then? Outside an average camera stretch?

Probably radar MIDAS unit, to count traffic and speed flow. Looks like some ANPR cameras after them too https://goo.gl/maps/3hmo4vsTLmcHqDQz9

I thought that 'logo' was Jenoptik who only make average speed cameras, can anyone confirm? the fact that they're not painted yellow is a little unusual. Could be some sort of trial.https://goo.gl/maps/3hmo4vsTLmcHqDQz9
[Looking at the Jenopik website page for SPECS "Each camera unit has an infrared ANPR camera and an infrared illuminator, which enables number plates to be read, regardless of light or weather conditions. A colour day/night overview camera is also included, which enables overview images to be captured in daylight and in most street lit environments. Infrared floodlights can be installed where street lighting is not available and visible lighting is undesirable, making overview image capture possible in complete darkness."
Another page talks about "supported by Jenoptik’s patented VECTOR IR ‘dark light’ illuminators."
With some installations I've often seen a faint white line across lane where the camera is focussed on, ~10 metres to illuminator similar to those in photo and then cameras another 10m (for front of car targeting cameras and reverse order for rear).
Prime example (minus white line) on Jenopik web https://www.jenoptik.co.uk/product/specs/
