M4 Jct 8/9 to 12 - cameras

I regularly drive up and down the M4 and I'm not sure what the current camera situation is between Jct 8/9 to 12 (and the other way too). Hoping one of you guys/gals can advise.
Regular drivers of this part will know that this section was 60mph for a very long time due to the years of roadworks with average cameras all the way. Now, the roadworks have been completed and all 4 lanes are open as normal. Every time I have driven on this stretch in the past few weeks (at least 15 times at various times of the day and night), the gantry shows a speed limit of 60mph across the entire stretch. I suspect this is on purpose.
I'm sure eagle eyed drivers would have noticed that the yellow "average" speed cameras that have been there for years have not been removed (surprise surprise). There are absolutely NO signs whatsoever stating "average" speed checks/cameras anywhere (however they were there when the roadworks were happening for years). There are additional new yellow "normal motorway" speed cameras every few gantries (if that makes sense) which I would presume are actually working.
So, what's my question. Now, I'm not condoning any form of speeding whatsoever, but can someone advise the following:
If there are NO signs stating "average" speed checks, are the yellow average cameras (which have been there years and have remained after roadworks completed) actually still on? Or are they still there purely as a deterrent? I'm under the impression that average speed cameras are only enforceable if there are signs stating "average speed checks" etc.
