Gets caught doing 47mph in a 40, should be £100 + 3 points or a SAC.
Goes to court to plead poverty (cash-flow issues!), gets £50 fine + £85 costs, ends up paying £135.
What gives?

Did she elect court proceedings or was there some other reason that court proceedings were instituted? E.g. she paid the £100 fixed penalty but didn’t submit her driving licence to the appropriate authority.
A £50 fine and unusually small prosecution costs order indicates that the case was prosecuted for reasons not actually reported in the article.

As mentioned, the article fails to mention why court proceedings were instituted.
Once proceedings were instituted, she contacted the court. Have I missed something?
ETA. The article infers that D deliberately failed to pay a £100 offered by the police (not the court) with the aim of getting a fine of less than £100 at a court hearing because of financial hardship. That would be a ludicrous strategy and the article is not likely accurate. Some people will believe anything they read!
