'Driving Advice Letter' following careless driving report

I submitted an online report and statement to Essex Police recently regarding a driver who does the same thing almost every morning at the exact same time. There's a long queue of traffic, which actually goes down fairly quickly, but this particular driver drives up to the right-turn only filter lane at the red traffic light like it's a VIP lane, and then slowly creeps over the solid line through the red light and pedestrian crossing at an angle to move his car in front of whatever vehicle is waiting first in the line at the red light in order to go straight on at full throttle at the first hint of the amber light. If any road user dare challenge him, he produces a range of hand gestures and verbal abuse.
I've captured it perfectly on dashcam a few times so submitted it to Essex Police recently, who replied fairly quickly to thank me for the report and that the matter will be dealt with by sending the driver a 'Driving Advice Letter explaining that the driving behaviour shown by the driver at the time fell below that expected of a careful and competent driver.'
Creeping through a red light, creeping through a pedestrian crossing and blocking it, cutting dangerously in front of other cars, carelessly using the wrong lane, oh the cherry on top is that car (a shagged BMW X5 'S44 CYP') has no tax or MOT, what more would it take for something greater than a namby-pamby letter to be sent?!
Would a similar warning be given were a police officer in a traffic car to witness this?

ker move I used to do in my youth at one certain spot in west London. However I'd be fairly ashamed whilst doing it, and hide my head in shame whilst being beeped at until it went green then drive away quickly, secretly pleased with myself that I'd beaten the queue. I certainly wouldn't be giving hand gestures etc to anyone complaining at me as even back then I knew I was totally in the wrong.

According to askMID it does have insurance. Whenever I'm in a position towards the start of the queue that's it's able to be picked up on dashcam, I'll continue to report it to the police until it's clear that the a stern message from the police has trickled through to the driver or that he's simply been caught. Until then, we can just hope that he cuts in front of a person one day who doesn't take kindly to his idiot driving.

Is it actually insured for the person driving though? It may be that the previous owner hasn't cancelled his insurance yet after selling it? Edited by FatboyKim on Friday 28th January 09:36
