Valid ticket blown over on dash and issued with a PCN

As per the title , bought and put a ticket on the dash face up , opened the rear doors to get coats out and the ticket must have blown over.

I’ve come back to the car within the correct time and found a PCN has been issued because the ticket wasn’t clearly displayed.

North Tyneside Council issued the ticket.

Technically they will be correct .

Is it time to pay up and be done with it , or would it be worthwhile appealing showing proof of the valid ticket ?

Technically issued correctly (I always personally check what happened hasn't happened before I walk away from the vehicle).
If you've nothing to lose by appealing though, chance an appeal.

I did check , before I opened the rear door….

I check after I've closed the last door & locked the vehicle.

Almost exactly the same thing happened to me (Bolton MBC). I appealed and sent in a copy of the ticket. they waived the fine..

So definitely worth a try.

Always worth an appeal.

I've had the same happen to me. With local authorities there's a fair chance of success, with private parking contractors there's little to none.

I have a small bulldog clip in the van that I clip parking tickets into for this very reason. I used to put them in the clip, so all the details still showing and lay on the dash. I now have a brodit phone mount that has a nice ledge to clip them onto.


I’d appeal it and say the wind blew it out of sight!

Definitely worth an appeal.
I have a sports car with no roof and I got a PCN as the ticket had blown away, or someone took it.
I had paid by credit card however and my provider gave me proof of the time I paid and that I had paid for enough time to cover when the PCN was issued.
The LA waived the fine, good luck.

I use the (now redundant) tax disc holder! Otherwise it can slip down between the screen and dash

I've had this exact situation in the past:

I bought a parking ticket for a multi storey car park, and put the ticket on the dashboard.

I closed the door, went off to do my shopping, and came back to find a parking fine on my windscreen, for failing to display a ticket.

I checked the car and found that the ticket had fallen off the dashboard, and had ended up beneath the driver's seat.

I appealed the parking fine, demonstrating that I had purchased a ticket, and said that it must have fallen off the dashboard when I closed the door.

Whilst they accepted that I had bought a ticket, my appeal was rejected on the grounds that I had failed to ensure that the ticket was displayed correctly when I left my vehicle.

To the letter of the rules of: "Pay & Display", I couldn't really argue the situation any further - I had failed to ensure that the ticket was displayed.

It's a mistake I have never made since receiving the fine.

Remember the good old days when we had quality parking tickets that you peeled back and stuck to the screen.

I had same issue in Devon several years ago and i asked why their tickets weren't sticky as elsewhere as ticket blew off dash. Parking fine was rescinded with 'don't do it again' try supplying a sticky ticket fit for purpose but that's more expensive and less environmentally friendly isn't it.

I had the same thing happen to me, I appealed and the local council said policy was to allow the first appeal but if it happened again they wouldn’t. So you may be ok.

I’d checked my ticket was displayed ok when parking, but then got something out of the hatchback and that’s when it must have flipped over.

Happened to my wife. There was a serial number on the back of the ticket so sent a snotty letter back to the council pointing this out. Sent a copy of the ticket and they cancelled the fine.

You have the correct ticket, you haven’t failed to pay and display.

By his own admission he’s failed to display

Anyone aware of the consequences of failing to display would surely look/check as you walked away after locking the car.

I don't think 'must have' will wash.
