Law Changes on Rebated Diesel and Biofuels

Had a quick search and I can't see that this has been discussed before.
I see that the laws are changing on rebated (red) diesel and biofuels in April and I've been doing some digging but I can't ascertain if this applies to using vegetable oil (new or used) in a road car. Can anyone shed any light on this please? Does buying veg oil in tesco count as a rebated fuel? I don't think it is but IANAL!

About 15 years ago (2007 ish), a rule was changed to allow the use of vegetable oil in a diesel road-going vehicle without the need to declare it. It had become so much cheaper than diesel that they were snowed under with people registering to use it and paying duty on it, which was what was required up to that point (27.5p per litre or thereabouts I think).
But there was an annual limit you had to stay below in the rule change; I think it was an amount (2500 litres a year) but you had to keep records, just in case...... I ran my Cavalier TD on it for months at the end of 2009 because I was scrapping it in the scrappage scheme. Ran fine, smelt like chips.
It had a Bosch fuel pump which was important to know, a Lucas pump would quickly seize for some reason. Lubrication issue I think. It would only work in old tech diesels, too viscous for common rail or HDi cars, basically OK on cars made before approx. 1996. Many land rovers used it!
Problem was, the price of veg oil started going up due to heavy consumption and there wasn't much of a saving unless you were dedicated enough to filter the used stuff from takeaway shops, many people did!
It seems it will still be allowed (red diesel), but not for non-road going machinery such as bulldozers and cranes plus generators. Clear as mud then!
