Watch your speed - Residential area

Signs have appeared on the A road through a local village that say "Watch your speed - Residential area". It has a 40 limit, straight wide road, no parking. The signs are temporary, black characters on a rectangular yellow background, mounted on steel A frames held down by sandbags, i.e. they're not 'proper' road signs, and don't display the speed limit roundel.
What's next? We have already had the illuminating "Your Speed is ..." signs. Are these new signs part of a strategy of escalation to be followed by more enforcement, or the installation of traffic calming or fixed speed cameras?
Don't really know what to make of them as if they're associated with forthcoming roadworks then why not say so (and that is unrelated to "residential"), and similarly if enforcement is coming then why not just do it?

The fact is that 40mph limits mean that speeds of 60mph+ will be frequent. So a load of rightly pissed off residents have likely had enough.

Just keep to the speed limits in villages, and urban areas so the people who live there can cross the road without fear.

That makes sense.I have no issue with the 40 mph limit that has been in existence for quite a while. It just seemed a very informal/unofficial way of reinforcing it, very temporary roadworks type signs with no roundels .
