Legally driving on a SC NSL with a combined 120mph closing speed does that, but no one seems to find it a problem. It looks like there are a few dual carriageway sections so maybe 148 on one of those, but on an SC, no that is rather stupid.
Yes, I know that is half the KE of one vehicle doing 120 and there are two crumple zones. One of the reasons why up to 80-85mph on an SC with no approaching vehicles seems fine in the right conditions to me. Not that I ever do that obviously.

Problem is on a nsl road, people will be expecting you to be coming the other way doing 60. We used to max out our Sportsbikes every day and think nothing of it, 170 plus.
It never felt dangerous, you just picked your place and time.
Just never involve any other traffic.

I think lots do it, only the odd one gets caught!

Whilst it might be possible to do 148mph on those stretches without causing an issue to anyone else, it's not "fine to do 148mph", otherwise the Police wouldn't stop you for it 
Often see superbikes fly by at these sort of speeds. Seems to be pretty safe to me. We badly need the german autobahn speed limits here based on driver judgement as so many are already going well beyond NSL might as well make it legal for all on NSL roads!! Save the government the running costs on all those speed cameras & data collection points as well!!
